Overview
California has one of the most rigorous and comprehensive water operator certification systems in the United States. The program is administered by the California State Water Resources Control Board (SWRCB) through its Division of Drinking Water (DDW). California certifies both water treatment and water distribution operators under separate license tracks, each with five grades.
California's water infrastructure is extraordinarily diverse - massive imported surface water systems serving tens of millions in Southern California, complex groundwater basins in the Central Valley, small mountain community systems, and innovative recycled water programs. At the higher grades, California operators are among the most technically qualified in the country. The system is designed to be demanding, and it is.

License Types
California issues two primary certification tracks for drinking water operators:
- Water Treatment (T) - Covers treatment plant operations including surface water treatment, filtration, disinfection, chemical addition, and advanced treatment. Grades T1 through T5, with T5 being the highest.
- Water Distribution (D) - Covers distribution system operations including mains, pumping, storage, pressure management, and system maintenance. Grades D1 through D5, with D5 being the highest.
Many operators, particularly those working at larger utilities, need to hold both a T and a D license. The grade requirements for each are independent - your T grade and D grade can differ based on your specific role and the system you're responsible for.

Experience Requirements
California's experience requirements are cumulative and must be verified by current or former employers. At T5/D5 level, California specifically requires that you have held supervisory responsibility - not just operational experience. This is more stringent than most other states, where supervisor-level titles are not always required for the top grade.
California does allow relevant education to substitute for some of the lower-grade experience requirements. An engineering or science degree can reduce the experience needed for T2/D2 and T3/D3. However, for T4/D4 and above, the hands-on operational experience and supervisory requirements are harder to substitute.
California-specific note: If you're licensed in another state and want to work in California, you'll need to go through California's reciprocity process. California does not automatically accept out-of-state licenses at face value. The DDW will evaluate your credentials and place you at the appropriate California grade - which may be different from your grade in your previous state.
How to Apply
- Create an account on the CA DDW certification portal.
- Complete the online application for your target license type (T or D) and grade.
- Submit employment verification for all experience claimed.
- Include education transcripts if claiming education substitution.
- Pay the applicable application fee (verify current fee schedule on the portal).
- CA DDW reviews your application and determines eligibility.
- Once approved, schedule your exam at a CA DDW testing location.
- Pass the exam to receive your license.
Exam Information
California administers its own operator licensing exams through the Division of Drinking Water. These exams are California-specific and cover California's regulatory framework (California Code of Regulations, Title 22) alongside technical operations content.

At the T4/T5 and D4/D5 levels, the exams are genuinely difficult and require deep technical knowledge. Budget significant study time. The math at the higher grades includes advanced hydraulics, chemical dosing under variable conditions, and system-wide flow analysis.
Renewal Requirements
California water operator licenses renew on a 3-year cycle. CEU requirements apply at renewal, and approved training must be completed through CA DDW-approved providers.
